The Street Reconstruction Process
Note: As with all outdoor construction projects,
weather plays a large roll in the timeliness of completion. During some phases
of construction, one day of rain can delay a project four or five days. All
efforts are made to keep things moving, but some delays are uncontrollable.
1.
Preliminary Surveying
A
survey crew consisting of two to three people will spend anywhere from three
days to two weeks doing a pre-design topographical survey of the street and
front yards up to the house fronts. The crew can complete 600 feet of street
per day (including control).
2.
Cut and Cap Irrigation Systems
Residential
irrigation systems will be cut and capped at the Right of Way by the City's
contractor. It is the resident's responsibility to notify the City of
Leawood of any irrigation systems in place. Individual residents will be notified
beforehand by the contractor. The irrigation system will be reinstalled after
the curb has been installed and the grading complete.
Note: This is a good time to consider moving shrubs and plants in the right of way
that may be in danger. We make every effort to keep the impact to a minimum
and usually can work around trees, but small plants and shrubs will usually
get damaged or destroyed during grading. Anything in the Right of Way (usually
12 feet behind the curb) is at risk. If you have questions, please call David

3.
Existing Utility Locating
Before
actual construction begins, the utilities will be field located. This results
in numerous paint marks on the ground in the right of way and utility easements.
The utilities must relocate their facilities that are in conflict with the proposed
improvements. This is done 1-2 months in advance of the City's work.
4.
Storm Sewer Installation
The
contractor's survey crew will stake out the proposed storm sewer. The
storm sewer contractor will mobilize his equipment (usually several large pieces)
and take delivery of some of the product to be installed. Large concrete boxes
and concrete pipe will be temporarily stored in the Right of Way (which includes
grass). Construction of the storm sewers commences and lasts from two or three
days to six weeks depending on the size and scope of the project. Other than
temporary closures when pipe is being installed across the street, local traffic
will be carried through the project during this phase.
5.
Pavement and Curb Removal
After
the storm sewer has been installed, the street contractor will remove the existing
pavement, curbs and portions of the driveways and sidewalks as necessary. If
a change in the grade of the street is planned, the contractor will also raise
or lower the subgrade per the change at this time. This process will take from
three days to two weeks, depending on the size of the project and the weather.
During this phase, local traffic only will be allowed through the project area
from 5:00pm to 7:00am. During working hours, residents will need to park at
a site adjacent to the project. They will, however, be able to park in front
of their houses or possibly access their driveways during evening hours.
6.
Sub-Grade Stabilization
Subgrades
are typically stabilized with fly ash. The street will be closed to ALL traffic
during working hours each day the fly ash is placed. The contractor will give
48 hours notice prior to installing the fly ash. This process usually takes
one to three days to complete. Fly ash is a very fine dust that can cover things
quickly and thoroughly if any wind exists, and residents are urged to close
their windows during this time. Do not drive through fly ash before it has been
mixed and compacted! Only local traffic will be allowed from 5:00pm to 7:00am.
Residents will be able to park in front of their houses and possibly access
their driveways at this time. The fly ash must cure for a minimum of three days
before the curbs are placed. If it rains during the curing period the City may
pay the contractor to place aggregate to aid in access. Local traffic will be
allowed to drive on the subgrade during this time.
7.
Curb Installation
While
the fly ash is curing, the concrete contractor will install a string line to
guide the curb installation machine along the full length of the project. The
string will be about one foot behind the curbs and 2 feet high. It will be lowered
at each residence for access until the night before curb installation begins.
During curb placement, no traffic will be allowed in the construction area.
All residents will need to park at a site adjacent to the project area during
working hours. Residents will be allowed to park on the street in front of their
houses from 5:00pm to 7:00am. Residents will be notified a minimum of 24 hours
before the curb installation begins since cars will need to be moved by about
7:00 AM. After the curbs have been installed until the pavement and driveways
are installed, the residents will not have access to their driveways. This usually
takes 10 to 21 days.
8.
Pavement Installation
Approximately
five days after the curbs have been placed, the asphaltic concrete will be installed.
This process usually takes one to three days for each of two layers. The subgrade
will be graded to a smooth finish, then the first lift will be installed. Prior
to the second lift of asphalt being installed, a layer of "tack oil" will be spread across the surface to assist in creating a bond between the asphalt
layers. Residents are urged not to drive on this oil, as it is extremely difficult
to remove from an automobile. The street will be closed to traffic during working
hours and opened up to local traffic at approximately 5:00 PM. Residents will
be notified by the contractor a minimum of 24 hours before paving commences
since cars will need to be moved by about 7:00 AM.
9.
Driveway Installation
Either
immediately before or immediately after the pavement installation or both, the
driveways will be reconstructed. This will take between three days and two weeks
depending on the number and size of the areas to be replaced. The recommended
cure time for the driveways is five days, after which residents will have full
access to their driveways at all times.
10.
Grading
The
contractor will grade the Right of Way and easement areas and prepare them for
sod. Any valve and meter box adjustments will be done at this time as well as
irrigation system reinstallation. This process will take from 2 days to two
weeks. Local traffic will be allowed on the roadway at all times during this
phase.
11.
Sod
Sod
will be placed during seasons of satisfactory growing conditions. Generally
accepted time periods are between March 15th and June 1st and between September
1st and November 1st. The contractor will water the sod for a period of 20 days
after which it will be turned over to the owner for normal care. The sodding
process will have a minimal impact on traffic.
